It was totally feasible to run a rail line to every single grain elevator in every rural community. It was infeasible NOT to. If you can’t get to your local agricultural distribution infrastructure, you can’t do agriculture in the first place. So yeah, why can’t rural communities all be served by trains?

You are using loaded language here. The penalties for provable murder with a car are the same as for murder by any other method. Murder and homicide are not synonyms. Aggressive driving that results in death is not murder, which is an intentional, pre-planned action, not something that happens incidentally or even negligently.

You also don’t need anything more than a couple perfunctory charges to arrest someone. It’s the lawyers’ job to figure out what the actual charges will be. Don’t ask too much from police, or you may get too much from police.

Edit: Murder is a much more technical charge with evidentiary requirements of intent. You have to have some kind of actual evidence in your possession that at the time of the attempt, they had the intention of murder in their mind. You don’t have that when arresting a guy at the scene of a chaotic, still evolving tragedy. You just don’t.

Every time you turn the key (excuse the anachronism) you kill a fractional person. There should be the same odds that your car electrocutes you when you try to start it. Externalities all need to be accounted for, and there’s no fair price for a human life.

Cops aren’t lawyers. The charges they are booked with are not necessarily the charges they will face once the DA has heard from stakeholders.

I think the distinction between data acquisition and data application is important. Consider the parallel of photography; you are legally and ethically entitled to take a photo of anything that you can see from public (ie, you can “scrape” it). But that doesn’t mean that you can do anything you want with those photos. Distinguishing them makes the scraping part a lot less muddy.
