I can empathize…
In English, this particular type of overhead cable car is also called a gondola.
The word “gondola” is also the word for those long narrow boats in the canals of Venice.

Think about what things would have been like after the earthquake: Any building materials and labor would have been in extremely high demand.
The faster that one could put up anything to house people, the better, even using “waste materials” like old streetcars.
At least these had a solid roof and walls.
No doubt there was even more temporary housing that would resemble homeless huts that we see today.
Sadly, according to the article, these didn’t stay for very long, and were replaced by more traditional construction after 4 years.

Ah, so there are places in the world where all the fun, and danger, hasn’t been lawyered out of existence!
So if a rich person has a chauffeur park on the tracks, does the chauffeur have to pay a percentage of their salary as fines?
Or an Uber driver grabbing a gig for a billionaire?
Parking fines, which is what your proposal essentially is, are a regressive tax, in most cases.
As kind of a follow up from an earlier post of photo of this area from 1940.
The perspective of that earlier post crops out Lotta’s Fountain a San Francisco landmark which has a great history behind it.
The fountain is still there today.
This post’s photo was taken in 1905, one year before the 1906 earthquake destroyed much of what is captured here.
Just think about the people strolling around on a normal day for them. One year later most of them would be in the middle of a major historical earthquake and fire.
